toilet when flushing water is going down very slow, and also noticing outdoor pipe downstream area  under the pool deck overflowing . not urgent. flexible with time over next few days

The tap flow is very small and also a bit leaking. All taps around it work normal. Not sure if there is any flow controller inside. Need to enlarge the water flow and replace leaking faucet.
